FBI Arrests Pakistani Nationals, Charges Them With Conspiracy to Defraud the US

Two Texas residents, Abdul Hadi Murshid, 39, and Muhammad Salman Nasir, 35, have been indicted on multiple federal charges.

Both men are originally from Pakistan.

They face charges of conspiracy to defraud the U.S., visa fraud, money laundering conspiracy, and Racketeering Influenced and Corrupt Organization Act (RICO) conspiracy.

Murshid and Nasir are also charged with unlawfully obtaining and attempting to obtain U.S. citizenship.

The indictment names two business entities involved in the scheme: the Law Offices of D. Robert Jones PLLC and Reliable Ventures, Inc.

According to court documents, Murshid, Nasir, and the two entities engaged in a wide-ranging visa fraud scheme.

The scheme allegedly enriched the defendants and allowed numerous individuals to fraudulently obtain immigration status in the United States, according to a press release from the Department of Justice.

The indictment states the defendants submitted false visa applications for individuals who were not U.S. citizens, referred to as “visa seekers.”

They also filed applications to adjust the immigration status of these visa seekers to legal permanent residence.

Acting U.S. Attorney Chad E. Meacham called the defendants’ conduct an extensive, multi-year fraud that reaped substantial personal financial gain.

Meacham said pursuing criminal charges against such flagrant violations of immigration law is a top priority.

FBI Dallas Special Agent in Charge R. Joseph Rothrock described the defendants as running an international criminal enterprise for years.

He emphasized that such abuses undermine national security and the lawful immigration process.

The indictment alleges the defendants exploited the EB-2, EB-3, and H-1B visa programs by placing fake job advertisements.

These ads were published in daily periodicals to fulfill Department of Labor rules requiring job offers to be made to U.S. citizens before hiring foreign workers.

Once the false job ads satisfied the Department of Labor, the defendants obtained certifications allowing them to petition U.S. Citizenship and Immigration Services (USCIS) for immigrant visas.

They simultaneously filed applications for legal permanent residence so the visa seekers could receive green cards.

To make the fraudulent jobs appear legitimate, the defendants collected money from visa seekers and returned part of it as fake payroll payments.

Murshid and Nasir appeared before U.S. Magistrate Judge Rebecca Rutherford on May 23, 2025.

The government moved to detain both defendants, with detention hearings scheduled for May 30, 2025, before Magistrate Judge Brian McKay.

It’s important to note that an indictment is merely an accusation; Murshid, Nasir, and the business entities are presumed innocent until proven guilty in court.

If convicted, each faces up to 20 years in federal prison.

Murshid also risks losing his U.S. citizenship if found guilty of unlawfully obtaining it.

The FBI led the investigation with significant assistance from the Department of Homeland Security – Homeland Security Investigations, U.S. Citizenship and Immigration Services, the Department of State Diplomatic Security Service, and the Department of Labor Office of Inspector General.

Assistant U.S. Attorneys Ted Hocter, Tiffany H. Eggers, and Jongwoo Chung are prosecuting the case.
