Trump Administration Puts 7‑Eleven on Notice After Minneapolis Incident Involving Federal Agents: Report

The Trump administration is taking steps to ensure federal agents have uninterrupted access to essential services after a January incident in Minneapolis in which U.S. Border Patrol Commander Gregory Bovino and other federal personnel were reportedly denied service at a 7‑Eleven convenience store.

Officials warned that such refusals could disrupt critical federal operations and jeopardize partnerships with commercial vendors relied upon by government fleets.

On Feb. 5, Michael Lynch, deputy administrator of the General Services Administration (GSA), sent a letter to Doug Rosencrans, chief operating officer of 7‑Eleven’s U.S. operations, requesting any internal review or investigation related to the episode, according to Fox News.

Lynch emphasized that the partnership between GSA and the international chain could be at risk if federal vehicles cannot reliably access fuel and other authorized services at participating locations.

The incident centers on the GSA SmartPay Fleet program, which provides a Fleet card used by federal agencies for fuel, maintenance, and related purchases on non-tactical vehicles.

According to the GSA, the card is accepted at approximately 95 percent of U.S. fueling stations, covering all 50 states, U.S. territories, and Canada, making merchant compliance essential for mission readiness.

Video footage captured by conservative activist Cam Higby on Jan. 21 shows agents leaving a Speedway station — part of the 7‑Eleven family — after a manager reportedly expressed opposition to Immigration and Customs Enforcement (ICE).

The GSA noted that the refusal appeared to affect both in-store purchases and fuel transactions, potentially hindering operations for ICE, Customs and Border Protection (CBP), and Border Patrol.

Lynch’s letter also requested information about company policies, staff training, and procedures regarding Fleet card acceptance, signaling concern that employees may not fully understand contractual obligations when serving federal fleet clients.

The agency stressed that timely cooperation would help determine whether any program-related actions are warranted and ensure continued reliable service for federal vehicles.

The Minneapolis incident follows similar reports in which private businesses allegedly denied service to federal law enforcement personnel.

Last month, GSA removed a Hampton Inn in Lakeville, Minn., from its approved lodging list after immigration agents were refused rooms, despite assurances from Hilton corporate leadership.

A McDonald’s franchise in downtown Minneapolis also reportedly displayed a sign barring ICE and CBP personnel; corporate officials later instructed that the sign be removed.

Legal experts note that while private businesses may have certain rights to refuse service, actions that impede federal operations can undermine public safety and disrupt essential government functions.

Federal officials argue that uninterrupted access to fuel and other services is critical to operational readiness and public safety.

7‑Eleven has not publicly responded to Fox News Digital’s request for comment regarding the GSA letter.

The agency said it would consider whether program-related actions are warranted and underscored that merchant accountability is crucial to maintain mission-critical services for federal fleets.

The Trump administration’s response underscores a broader effort to enforce compliance among commercial partners and prevent political or personal objections from interfering with federal operations.
