Trump and Musk Shut Down USAID, Calling It ‘Beyond Repair’
The U.S. Agency for International Development (USAID) has been officially shut down following a decision by President Donald Trump and billionaire Elon Musk’s Department of Government Efficiency (DOGE), who led a civilian review of the agency.
The closure of the six-decade-old organization, which was responsible for international spending and development overseas, took effect early Monday morning, shocking staff members who received abrupt instructions to stay out of the agency’s Washington, D.C. headquarters, Daily Mail reports.
“It became apparent that what we have here is not an apple with a worm in it, but we have actually just a ball of worms,” he said on X. “When there is no apple, you just need to get rid of the whole thing.”

“That’s why it’s got to go. It’s beyond repair.”
USAID had 10,235 employees on payroll as of 2016 and managed more than $40 billion in appropriations for Fiscal Year 2023, according to the Daily Mail. The agency provided development and humanitarian assistance in around 130 countries.
For the current fiscal year, the administration had requested $28.3 billion in foreign assistance before deciding on the shutdown.

Staff members were reportedly locked out of their computer systems overnight, with at least 600 employees unable to log in. Those who retained access received emails stating that “at the direction of Agency leadership” the headquarters building “will be closed to Agency personnel on Monday, Feb. 3,” the outlet reported.
Those employees were told to work remotely.
The USAID website was also taken down, displaying an error message stating, “This site can’t be reached,” TTOA confirms.

The move follows tensions between USAID officials and Musk’s DOGE, an entity operating under the White House Office of Personnel Management. Two top USAID security officials—John Voorhees and his deputy Brian McGill—were placed on leave after refusing to grant DOGE teams access to classified documents.
A U.S. official stated that DOGE members, who lacked the necessary security clearances, eventually gained entry to USAID’s restricted areas.
Musk, who has emerged as one of Trump’s strongest allies, previewed the shutdown in a series of posts on X. He called USAID a “criminal organization” and claimed—without providing evidence—that the agency had funded bioweapon research, including COVID-19.
Musk escalated the confrontation by labeling USAID as “evil” and accusing it of being a “viper’s nest of radical-left marxists who hate America,” as noted earlier by TTOA.

Trump also attacked USAID over the weekend, stating that it had “been run by a bunch of radical lunatics, and we’re getting them out.”

An email was sent to USAID personnel said that the move was taken by “Agency leadership.”

“He’s a big cost-cutter,” Trump said of Musk, adding that while they do not always agree, he respects the billionaire’s push to streamline government spending. The president previously froze nearly all U.S. foreign aid for three months, pending a review to ensure it aligned with his “America First” policy, as previously reported by TTOA.
The closure has drawn sharp criticism from former officials and foreign policy experts. Ben Rhodes, a former deputy national security advisor, warned that dismantling USAID “will cost untold lives around the world, devastate America’s standing, and massively empower China and other countries.”
Reports suggest that the administration may integrate USAID functions into the State Department, though no official confirmation has been provided. Meanwhile, sources indicate that DOGE staff attempted to access additional secure spaces within USAID, prompting concerns about the handling of classified materials.
PBS and CNN reported that nearly 30 career staff members in USAID’s Legislative and Public Affairs bureau lost access to their emails overnight, bringing the total number of senior USAID career staff placed on leave close to 100. At the same time, Steven Cheung, who works as a senior aide to Trump, posted on X that the PBS report is “legitimately FAKE NEWS,” according to the Daily Mail.
The U.S. is the world’s largest donor of humanitarian aid, with USAID having administered billions of dollars in development, security and emergency assistance.
